The BIN file contains records that identify debit card number ranges. This is used when operations want to control the use of debit cards for pre-authorizations when opening a RA by either:
- blocking the use of all debit cards for pre-authorizations or
- obtaining an Equifax credit check on the customers desiring to use a debit card for pre-authorizations.

Thermeon's Customer Support Dept. uses this program to initialize the BIN file and merge new records into it from the data feed from FDMS.
